First, take him in to the vet to make sure there are no infections or other urinary tract issues.


Before our yorkie we had a mini dachshund. We had to confine her after eating until she was successful. The method was this: Put down food. Dog eats. Confine for 15 minutes. Take to potty place (if it's the pad, create an area he can't leave.) If he pees he gets to be out for a period of time you'll have to determine. If he poops but not pees, he goes back to confinement. In 10 minutes take him to the potty place again. If he pees, praise him profusely, give a treat, and he can go play. If not, he goes back to confinement for 5 minutes. Take him out again.


You can adjust the time intervals, but he goes back to confinement until he pees and gets his nice reward. If he can't be left out at all without having accidents, he'll need to be confined and taken out at regular intervals as above with wait periods in between for however long you determine.


It's a bit like starting over, but for us it worked incredibly fast. After the training is successful and he goes without confinement, be sure to continue to praise when he pees successfully.


Also, if he is "marking" I don't know what to do. Male dog owners would know more.
