My boy is kept in a puppy cut all the time however, a week or two before his nx grooming his hair has grown back there. I trim it with a scissor very carefully. I hold his lil stump of a tail up, a couple of snips and he's good until it's spa time. My now passed girls, 2 had full coats, I trimmed the same way.
I also use unscented baby wipes each time he poops.
