Slow growing coats are natural just like with us humans. Some grow faster then others. But a true slow growing sparser coat is either silk or wire. Length of time? Well quite a bit. A true silk coat will not be to the floor until well after a year of age. A slow growing one you can count on usually by 2. But you better baby that thing along. Realistically no one should count of showing a Yorkie until after atleast 18 months if they are wanting it to be in coat. This is not a fast process on a true silk, but oh my what a site to behold when it's there. Of course on the larger end of the show scale, it will take longer to get to the floor because realistically it has farther to grow.
