It's unnecessary and barbaric--- I'm a breeder of Yorkshire Terriers who has for many years now been advocating for leaving tails and dew claws intact since there is no compelling health reason to cut them off.
I was at first treated with great disdain for my protestations but am heartened to see how attitudes have softened over the years.
Attitudes in the US, due to the YTCA's stubborn attitude, are among the last in the world to change regarding a practice most informed dog owners now regard as barbaric and purely cosmetic.
