What is the actual shampoo you're trying?
If he is truly *this* horrible smelling, then there is something going on like systemic yeast or seborrhea.
Was a skin scraping done? If not, ask vet to do one asap (it's cheap, easy, and diagnostic for bacteria issues; then also grow out in culture to Dx any yeast).
