Our first yorkie had watering eyes. I discovered that the fine hair in the corner of her eyes was irritating. I trimmed them short and the watering stopped. Now I have to keep it trimmed or the watering starts again. What;s funny is she passed it on to some of her youngens. Most of them have not had the problem, but there have been some that did the same thing.
