It's a homeopathic medicine, so the amount of potentially toxic ingredients is negligible. It may or may not be very effective, but it's probably safe to give.
I watched your videos. I don't have any experience with collapsed trachea, but our Bella has reverse sneezing, and it sounds a little like what I saw in the video. Bella does it sometimes when she is excited. Does Izzy cough only when she gets up in the morning, or is it more frequent? I hope your vet is able to come up with the correct diagnosis. If you are in doubt, you might want to get a second opinion from another vet.
