Is your Yorkies name "Titan"❓That was my late boy's name. Awesome!
My Titan's teeth did that too. It was just one of his canines. His bottom was so crowded the specialist had to remove teeth on both sides of the canine. It was touch & go for a long time before it did come in. I think it was about 18 months before it was fully in.
Hope everything works out for you. They really need these teeth.
