At 15 weeks her little bladder is so small & weak It will take several more months to grow stronger. When my little boy was that age we were outside more than inside LOL.
Ruling out any medical issue would be good.
I've always had little boys which potty trained real well. I've been told boys are easier to train than girls. Don't know the truth in that, but all my boys I've had are Mamma's boys.
