It sounds like kennel cough, but its very contagious so if your Maltese is doing fine it probably isn't that. It may be that she is just drinking and eating too fast. Alot of Yorkies have trachea problems and they cough after drinking. Some are very mild and others quite severe, but seem to get worse with age. My Yorkie had a very mild case and only when she got excited would she "cough" like to greet me after I had been out. She lived a long life and did not pass away due to this; however, my Mom did have to put her Maltese to sleep eventually at about 7 years because it became so severe. There is a surgery in some cases, but it is very, very expensive. It seems like the littler these dogs are the more troubles they have. I do remember yours being really small and you getting her really young. Mine had a lot of health issues (mainly low blood sugar) until she was about 4 months and then things turned around for her.
