I'm not one to judge so if the city or non-profits are available to them, they know how to seek the resource to keep their pets. Just because we can't see how it can be healthy living outside, doesn't mean the dog isn't healthy. I think we all have some exposure to pollution so I don't consider that a major concern.
I understand, though I will note some exposure to pollution isn't the same as being in a smog-filled environment.. I mean it can't get worse than I think main-land china(heard the pollution there is seriously high) but it's still pretty bad.
