When seeing another dog and she does that, she's showing the other dog is is submissive and not to hurt her. I only had one of my girls do that on a camping trip when a big Husky crept up behind us, I never saw it. My girl who was on leash and right besides me was screaming, I looked down to see what the heck happened, there she was on her back in submissive position traumatized by this huge dog. She was always fearful on walks after that, always looking behind her. She never did that with ppl tho.
