Max was the same way as a pup -- he thought he could ONLY go on his pad at home! Even peeing. It made going anywhere difficult because we always had to race home.
I had the same experience as you getting caught without a bag the day Max surprised me.
From that day forward, Max preferred to go outside if possible.
