They can definitely climb a net, if you have one determined enough.
I also read about using plexi glass too while I was looking to puppy-proof a condo balcony. Apparently they sell plexi glass at Home Depot or your local hardware store.
As a quick solution, you could maybe try putting fabric over the gate too (as long as they cannot grip onto the fabric to climb over).
