Tough tough situation - I do not envy you this one. If there are other neighbors around you, then I also wouldn't hesitate to leave a kind, gentle, well thought out letter to them as well -- and they don't need to know who it's from. The nice thing about a letter is that it is not confrontational and in-person - no one need get defensive in front of another human being. A letter can be read several times, by more than 1 person - and can make people *think* more than an in-person tough convo can (where people forget most of what's said).
