It's sad but I'm just not sure what can be done about, "teacup breeding" because they are just small, can tecnically occur unintentionally/ naturally. Breeding is already pretty much unregulated anyways, I doubt any laws passed would be able to have any teeth, legally. But honestly, importing puppy's from Asia is a recipe for disaster. The hygiene issues and the fact that their standards and practices surrounding food and animals over there are not in line with ours spells OUTBREAK, and all of our pets may be in danger.
