Default Coughing

I just lost one kid to collapsing trachea and have her younger sister coughing, gaging and acts like she has a hair ball. They've done x-rays and know that she has collapsing trachea. So far we have done nothing, cough pills, cough syrup, prednisone and antibiotics. Nothing is working. I've even bought holistic meds that seemed to help for a little while and have stopped. I read where Tennessee University is having success using a drug called Adequan which they use in severe arthritis cases. Does anyone know anything about this or any drug used to help this condition. I've had a couple vets tell me that surgery can be done but it doesn't have a high success rate and I cannot stand to see another one of my babies die such a horrible death. Please help if you can.
