I think the bloodwork is to check their liver to see if it can handle the surgery. Also, I don't know about the ASPCA. I never dealt with them. I think my vet did everything to make Baby comfortable. They even called yesterday to make sure she was doing okay.
If you really want to get your Yorkie spayed with the ASPCA, ask them if they deal with toy breeds. You know?
