That's because she left her mom before her mom taught her about biting. You really just have to be consistent and keep at it. I got my last puppy at 9 weeks and he had a bit of an issue as well, whenever he was in my lap I would always have a puppy chew toy with me and I would squeal high pitched when he would bite and he would normally stop and I would put the toy in his mouth. It took awhile but he does not bite anymore.
