Bella2017 - what you have going on is Cryptorchidism - aka "undescended testicles". It's not super uncommon, but it's not extremely common either. When they don't drop, it means your kiddo's neuter will be more like a female dog's spay. In other words, it will have to be an abdominal surgery - the vet has to go in and find them. The recovery (and cost) will be more like a spay, or even a bit worse, perhaps. Pain pills would be essential (no biggie).
Yes, it can run in lines. Did you talk to your breeder yet? You should. Perhaps she knows her males drop late. It'd be interesting to see what she says.
It's unfortunate, no doubt - but like I said...not all that uncommon, so it doesn't mean "unhealthy" or anything either. No reason to think other things are wrong as well.
