Example, I dogsit for a huge apartment complex and people have puppies of all sizes ranging from Boxers to Labs to Beagles to Frenchies. They are all outdoor trained and the owners had to just utilize the stairs and elevators multiple times per day as young pups. There is a very large grass area but obviously other dogs use it. There's just really no way around it. So I guess you just have to weigh the risks.
It's kinda funny when we had puppies growing up we walked them around petsmart with there new leash and everything and they lived lol. Now knowing more I still took Joey to the pet stores as a pup but mostly held him. Outside is so good for them though. On the nice days we have had I notice a difference with Callie just being able to go out and lay in the sun. I couldn't image a dog never going outside.
