I would do the following, if this were me (having dealt w/ 2 dogs w/ major allergies, also Cushings, thyroid, skin infections, etc):
1. feed grain free and all-poultry-free (instead, feed a novel protein like bison, venison, fish, rabbit, etc)
2. try pepcid 5-10mg twice per day (at each meal)
3. if allergies are affecting quality of life, then get her on either Apoquel or Atopica once the stomach is more settled
Have you seen an actual Vet Internist yet...? If not, I'd have that sort of specialist manage the care *until* you get her to a better place. After that, have a trusted generalist vet who is convenient to you take over care.
