If you are saying yorkies are outside dogs, then I can understand why yorkie rescues are turning you down...bc they are not outside dogs. In my opinion, there is no such thing as "outside dogs" or "yard dogs". If someone puts that on an application where I volunteer, they are not considered good options for a pet, to be totally honest.
