Just because he did that at the vet doesn't mean he would have a bad reaction to anesthesia because its very safe. You would get blood work done and let the vet assess him to see if its safe. More then likely there is an infection or gum disease that has made the tooth loose and he needs to have it removed by a vet and possibly put on antibiotics.
