Ah it is very possible he is blaming you and is a little confused why he was hurt. You can bring him back out of it. Instead of cooing and worrying, talk lots of happy puppy talk. He'll pick up on your worry and will react that something is wrong when it may very well not be.
You have determined he is likely okay as long as he isn't going into any kind of seizures or anything like that he should be fine. If he was on your lap on the floor it wasn't that long a fall but likely hurt like heck and scared him.
While you are talking happy puppy talk try offering a treat he can't refuse. He will come out of it I am sure.
One of my Yorkies was only about a year old and I was picking some raspberries. She liked raspberries so I took one over to offer and as she stepped forward she stepped on a wasp and got stung. She took off like a shot with me after her and she was okay. I gave her benedryl and observed her that she wasn't going into shock or having an allergic reaction. For years after that if she saw a raspberry she would take off as she was sure it was the raspberry that hurt her so much.
