Insisting on using Western Union makes me nervous, I did this once, sent $900, never got the puppy or saw my money again. After that I did have puppies sent to me, from another seller, deposited the money directly into her account, I did get my puppies that time. Western Union even warned me it might be a scam, hope it works out for your sister
