It's great if you can see all the permanent teeth, but a lot of times some are still hidden inside the gums. I could be wrong, but the permanent teeth may show up earlier at 6 months in larger dogs - they have more space in their mouth. With Yorkies' small mouths, it's often that the teeth have no room to come out. With both of mine, I had their baby teeth removed during their neuter / spay surgeries at 8 months old, which seems to be a very common thing to do.
