It would be quite simple for a vet or AKC database to be established with records of specific breeders issues seen. No commentary necessary. Just simply listing of facts, ie : So many LP problems have been seen from this pairing. No judgement, simple documented facts. |
The USDA used to have a website that kept track of breeders that had complaints against them, but the USDA took it down because they claim it violated the breeders' right to privacy. I remember looking up puppy mill information on that page a couple of years ago. They didn't keep information on genetic health problems, though.

I suspect that a database of breeders with genetic disease issues would meet a similar fate (probably law suits shutting it down).
