Actually not all dogs want to kiss. I have two that do, and one doesn't . When I want to bedevil my magic I ask him for a kiss. I say kiss kiss and he ducks his head and turns his face away. Most hilarious .

The fear is going to take a loonnnggg time. Hopefully if you continue with your walks and so on he will slowly overcome it. Make going by dogs a treat. Give him treats in he beginning just for doing it.
