Is your vet saying a 7 month old puppy is fat? He sounds like he is growing to me but maybe I am wrong. Very rare for a puppy to be truly fat.

Jackson weighed 6lbs at 12 weeks old. He was 12lbs by 7 months old. He's 8yrs old now and weighs 18lbs. He's not fat though. Here is a photo of his body condition last winter.

Now of course he is atypical for a Yorkie. The standard is 7lbs or less however sometimes that just doesn't happen.... whether it's bad breeding, just random, etc... weight doesn't necessarily mean fat. So maybe your vet just isn't used to seeing a bigger Yorkie. I would have to see a pic to judge.
