I've tried to shut him out of the bedroom but he becomes frantic and right now it's 4 am and he's been crying and barking for 2 hours. I'm in tears from frustration because I can't sleep and I feel so badly for him because he doesn't understand why he cannot come into my room. What should I do? Right now I've opened the door and he's running around frantically. This is breaking my heart. I love him but I work and I have to get my sleep. Someone please tell me what to do.
If he is accustomed to sleeping with you, it might be impossible to train him to sleep alone in another room. Also if he has collapsed trachea, that level of anxiety will make things worse with the noise and his health.

I use a HEPA air filter for white noise to cover up noises from outside and all of the little house noises that irritate me. A fan also works.

Relaxation techniques also help me. It's something I learned while working in a neurosurgery hospital unit that treated people who suffer severe migraines. It's like meditation. Divert your thoughts before you go to bed away from your anxiety about the noise and lost sleep, and away from anything stressful. Focus on things that make you happy and relaxed.

I have gotten so good with forcing my mind to relax that I was able to sleep through my big brother snoring like a bear on the couch when he visited.

It's not a quick cure and doesn't work for everything (doesn't help me with mega bass from an unwanted stereo), but it helps reduce the stress and enables me to sleep well. Definitely need the white noise though.
