I have this issue with my senior pup who is 14, partially blind and hard of hearing. It's like a hit and miss sort of deal with him. Oh but he sure does try his best to make it on the papers. Actually I'm just happy that he isn't making a mess on the carpet so if he misses the papers every now and than I'm good with that.
I would suggest widening the paper area so that your pup has a better chance of making onto them.
