You are in a difficult situation. Your baby needs to pee somewhere, and you are cleaning up her tiny poops.
Our home in Chicagoland had grassy areas between the sidewalk and the curb/street. Same situation as yours: belonged to the town, but homeowner was responsible for mowing and maintenance.
I sympathize with homeowners who have to clean up other dogs' poop left behind in their yards. I also understand homeowners who keep perfect lawns and resent pet pee burns on their grass, or they don't like the thought of walking through peed-on-grass.
There isn't a perfect solution to make everyone happy. I would keep a bright poop bag dispenser prominently displayed on your leash. You can also tie a bag to the leash before it is used to indicate you clean up. My neighbors always see me carrying the bag, so they know I clean up.
For peeing, I don't know what to suggest. Try to avoid homes where people have expressed their anger.
I drive to take my boys to an office park to walk them. That isn't practical if your pup is doing strict outdoor potty with no yard. We use pads in addition to outdoor.
