Welcome to YT, your female is 15 months old and is having her FIRST heat. Are you sure you didn't miss the first one and this is her second one? Females come into heat between 6 and 8 months old. When you took your baby in for her last vaccine didn't your vet advise you to have her spayed before her first heat which is usually 6 /7 months old.
To answer your question NO she is NOT to young to be spayed. If she is in heat now they will not spay her, heat is a 3 week cycle. When she is finished I believe it is best to wait 2 weeks after her cycle is finished then she can be spayed.
As far as her eating a grape seed you should call your vet ask their advise.
And PLEASE spay your girl ASAP.
