Your dog's anal glands probably need to be expressed manually. Have your vet do it. The vet will tell you if the glands are impacted and infected. In that case, it is very important that your dog gets antibiotics.
See the vet immediately to prevent more serious problems. You will save your dog from suffering, and you will save yourself heartache and money in the long run.
Scooting and licking are often signs of full anal glands. You should also take a look back there regularly, daily as Vicki suggested.
