Is this a puppy or is he a newly adjusting adult...? Some kiddos are just more naturally shy for some reason, just like some people. Keep socializing him and giving him lots of TLC, but don't push too hard - and don't ever punish him for being shy, of course. Give lots of encouragement AND treats when he's doing well. Allow the children to quietly and slowly give a few treats as well.
