Max went through a phase of tearing up his piddle pads. It didn't last long. You could try a holder, but that can cause other problems, especially with leg lifters. You could also try just putting something down to hold one end.
Make sure he has plenty of toys and a comfy bed.
Max was most likely to tear up his pads when he felt frustrated about being alone (which was rare and brief! spoiled boy, LOL).
