My boyfriend's mom's yorkie does this! Even if the dog on the tv isn't barking or anything! She just tells him 'no!' And he stops. If she's sitting right next to him he looks at her like he wants to bark but he knows he can't lol.
My yorkie likes to watch dogs on to. I don't think he realizes they're on unless they bark but if they do he sits and watches and tilts his head hahah.
