Default Bone to clean teeth?

I have 2 Yorkies that are only 2 and 3 years old. I'm a dental assistant and know the importance of removing the plaque and tartar. My 3 year old lets me scale his teeth, but the 2 year old won't. She had a crazy amount of build up on the molars. She's only 5 pounds, so many toys and bones and things are too big for her mouth. I've been buying those nylon bones because I'm afraid of them chewing on hard things then possibly breaking a tooth (which I see all day at work on people). But the nylon they pick at and it comes off in pieces and they eat it. That also concerns me.
So my question is what kind of bone/or brand do I buy them to chew on to remove the tartar in the posterior of their mouth? I don't want to give them food/treats kind of bones, but just something to chew on.
