I think your dog could get sick from this. I fostered a dog who would do anything to get into the cat's poop. He would get really sick. When I crated the dog and made sure he couldn't get into the cat's poop then he was fine. I would go talk to your neighbour. I don't think it is right that his cat comes to your yard to do their thing. I have cats but they never go outside.
