Yorkies grow at different rates depending on genetics. My boys are full brothers from different litters and had different growth patterns their first year. Teddy grew slower than Max.
Your sister could have BATs blood testing done to rule out the probability of shunt. It's not a bad idea to have it done on all Yorkies. I wouldn't worry though unless there are other symptoms.
