Usually a green color BEFORE any babies are born means detaching placentas. Green AFTER birth of at least 1 baby is normal.
Presenting a small bag (bubble) of fluid is also normal, and fine if it breaks.
Timing is very important for survival of the puppies. Hard labor for more than 45 minutes to an hour, you should consult a Vet. After Labor has started, if I'm not done in 4 hours or so, I also consult my Vet. Usually the placenta will start detaching after 4 hours.
