The little one should have the lighter adult weight.
But go for the personality! If the 4 month old is awesome take him! He will have a much harder time finding a home... is she asking less for him if so ask why, also ask why she still has this pup. He may have been returned or she may have been holding him back, she may not have been able to sell him. Who knows. If he is 4 months, he should have all of his vac's, be sure to ask. She should have stayed on top of them! I would be concerned if she has not.
But if your main focus is size, the little guy is going to be smaller. I would truse your gut! You'll know when you get there.
