I was thinking the same thing reading the article. I blame some of this on the shelter. Who allows them to adopt another dog. I know when I rescued Boomer and Thumper I had a hard time because a lot of groups wouldn't consider me because I work full time and they would be left alone during the day. Didn't the shelter do their due diligence in vetting the family?
