When I have to go out of town for holidays and such I take Cali's stroller and she stays in that. I usually park it near me, and out of the way. The kids know it is out of bounds, and we usually do well. Of course, it has to be said she is very used to and comfortable in her stroller
It does create a nice barrier however and the top closes to discourage too much handling by others if that is a problem.
