The sheath opening is not round usually. It can vary. Unless you are seeing blood/scabbing it is probably just the shape of the opening. Can you take a photo?
It does sound like he's got a little bit of razor burn. Just keep him off it. A little neosporin may help a lot to soothe it but otherwise just let it be- it will heal on its own.
