My Cali is 100% potty pad trained probably because she was a show dog. This means no issues in snow, rain, or freezing weather! I use the disposable pads that I buy at Sams Club (the ones for humans, not dogs), but there are also washable pads that many use.
I know many apartment dwellers also train to the potty pad.
