I believe it is a natural instinct for most dogs to want to check out other dogs they see.
My boys want to meet all other dogs, although they aren't always friendly about it. There are many instances that I don't want my boys to go near the other dog for safety reasons, particularly off leash dogs I don't know.
Training classes are a great way to teach your baby how to interact with other dogs. If that isn't an option, find someone with a well trained dog to work with you. I worked with a neighbor who has the skill of a pro dog trainer and who has a mellow big dog.
