All my now passed puppies were 100% pad trained at 5 months with NO accidents, then I started to house break them, at 7:30 AM they were leash walked, even if they had made on the pad they were walked, at 4:30PM I returned from work, they were leash walked again, even if they went on the pad, they were walked anyway. By 7 months old they were 100% house broken with NO accidents. At 10PM they were taken out for their last pee-pee then it was bed time. My pups were not tiny, they were 9 pounds 13 Lbs and 17 Lbs. It's all about schedule, they were fed at a certain time, same time every morning and every night, they get use to being walked at a certain time and will wait until that time. There was no need for them to give me a sign when they had to potty. Now I am a home owner with a yard and a rescue baby, he lets me know when he needs to go out.
