Make it actively fun. Engage her in a fast walk or fast ball chasing. She will warm up and keep that coat on her. You can also look at doggy boots. Allldogboots a member here mAkes a good boot.
I also like an all weather coat as Toronto weather can be miserable cold n Rainey and also chased with snow n freezing rain
If there is a temporary shelter you can erect do so. Make it very close to your back door. Kitchen pop up shelters work great. Even a shed with a space inside for her pee or poo.
